TESOL Member Resolution on United States "Chapter 1" Funding (1993)

Whereas TESOL has already commenced efforts to participate in decisions regarding the future apportionment of Chapter 1 funds of the Elementary and Secondary Education Act (ESEA) in the United States, and

Whereas TESOL represents the interest and concerns of language minority students in grades KÐ12 in the United States, and

Whereas educational services for thousands of language minority students nationwide have been provided through Chapter 1 funds, and

Whereas the planned reapportioning of these funds by use of 1990 Census data for 1993 and beyond will mean a dramatic loss of funding for many states and programs which provide educational services to language minority students,

Be It Resolved by the Legislative Assembly that TESOL will take an active position of advocacy for language minority student on this issue by immediately establishing and maintaining contact with United States congressional representatives and others who affect policy and funding for education, and

Be It Further Resolved that TESOL will strongly urge that states and programs in danger of losing resources under the reallocation of Chapter 1 funds be held harmless through a supplemental appropriation so that services to language minority and other students in these states will not be diminished in either quality or quantity.
