The population of English language learner (ELL) students in U.S. schools has grown rapidly in recent years, with statistics showing 20% of the school-age population in the United States coming from homes where a language other than English in spoken. In 2006, the International Reading Association (IRA), the National Institute of Child Heath and Human Development (NICHD), the Center for Applied Linguistics (CAL), the National Association of Bilingual Education (NABE), the National Institute for Literacy (NIFL), the U.S. Department of Education’s Office of English Language Acquisition (OELA), and Teachers of English to Speakers of Other Languages, Inc. (TESOL) embarked on a collaborative effort to address complex questions on helping language minority students improve their literacy in English. This Tapestry for Teachers of English Language Learners is one of the outcomes of that effort.
