OVERVIEW

Dual language educational programs promote bilingualism by using both a primary, local language and English as media of instruction. This symposium will explore ways in which such programs can be developed and implemented in EFL contexts to advance

This TESOL symposium offered English language teaching professionals an exciting opportunity to learn from and interact with leading experts in the field. The speakers shared their work and research on dual language education to help participants develop insights and skills. In the morning, each speaker presented highlights of their work and perspectives on dual language education.

Each speaker then led an afternoon breakout session. During the closing session, another leading expert summarized the topic, and the speakers interacted with the participants in a question and answer wrap-up. TESOL published and mailed the speakers' papers and final proceedings to participants after the symposium.

LOCATION

The symposium was held at Assembly Hall (Albert Long Hall) on the South Campus of Bogazici University in Istanbul, Turkey. The Bosphorus and the historical castle of Rumelihisar border the South Campus to the east.

Bogazici University's South Campus is located at 34342 Bebek, Istanbul, Turkey. The South Campus is 30-35 minutes by taxi from Istanbul's Ataturk International Airport. Airport shuttle service (HAVAS) runs every half hour to the downtown area (Taksim). From Taksim, South Campus is 25 minutes by taxi or 30-35 minutes by public transportation (bus number 559 Rumelihisarustu). For those using the metro, get off at Levent Station. South Campus is about 10-15 minutes by taxi from Levent Station.

Dual Language Instruction: Multiculturalism Through a Lingua Franca

The rise of English as a lingua franca is giving bilingual speakers of English access to all types of new information that helps them understand and appreciate other cultures, including those of native speakers of English. Hence, it is not surprising that EFL instruction is giving less emphasis on target language culture; yet, ironically, the resulting bilinguals tend to become more multicultural.

Cem Alptekin is a professor of foreign language education and dean of the Faculty of Education at Bogaziçi University in Istanbul, Turkey. His ELT experience includes work at the University of Illinois, The Ohio State University, and The Middle East Technical University. He publishes internationally and his current research interests focus on the relationship between cognition and bilingualism, and the role of culture in acquiring English as an international language.

Teaching for Cross-Language Transfer in Dual Language Education: Possibilities and Pitfalls
Jim Cummins

Bilingual education and second language immersion programs have operated on the premise that the bilingual student's two languages should be kept rigidly separate. Although it is appropriate to maintain a separate space for each language, it is also important to teach for transfer across languages. In other words, it is useful to explore bilingual instructional strategies for teaching bilingual students rather than assuming that monolingual instructional strategies are inherently superior. The presentation will explore the interplay between bilingual and monolingual instructional strategies within dual language programs and suggest concrete strategies for optimizing students' bilingual development.

Jim Cummins teaches in the Department of Curriculum, Teaching and Learning of the Ontario Institute for Studies in Education of the University of Toronto, Ontario, Canada. His research has focused on the nature of language proficiency and second language acquisition with particular emphasis on the social and educational barriers that limit academic success for culturally diverse students. His current interests include technology support for second language acquisition.

Duality and Equality: Language Variation and Education
Barbara Seidlhofer

The positive concept of dual language education has a problematic side: It presupposes distinct entities called languages. This presentation argues that there is no such clear distinction. Drawing on empirical data from a university setting, it demonstrates that an effective, integrated and adaptable approach to language education, particularly in the age of globalisation and "Englishisation," depends on an understanding of how language varies to meet different communicative conditions and purposes.

Barbara Seidlhofer is Professor of English and Applied Linguistics at Vienna University, Vienna, Austria. Her research and teaching focus on the relevance of linguistics to language education. Her most recent book is Controversies in Applied Linguistics (Oxford University Press); the next one will be about the linguistic description and teaching of English as a Lingua Franca.

Closing Remarks

Husnu Enginarlar is a professor of English as a second/foreign language at Middle East Technical University in Ankara, Turkey. He has taught English at secondary and tertiary levels for more than 20 years. More recently, he has been involved in teacher education and program administration. His research interests also include writing and testing.
