Immigrant students and English learners (ELs) often face barriers in gaining entry to public schools and participating in school activities.  This session will discuss what public schools can and cannot require of immigrant students and ELs, as well as school district obligations to ELs and their parents.

Caroline Treschitta (she/they) will share an overview on the most relevant federal adult/higher education and workforce development policies affecting adult English learners. Beginners and well-seasoned education advocates alike will learn about what's moving in Congress, and what bills are likely to gain traction in the coming months. You'll receive updates on the state of play of relevant bills like the reauthorization of the Workforce Innovation and Opportunity Act, implementation of the Bipartisan Infrastructure Law (including the exciting new Digital Equity Act and its implications for English learners), and the pending economic competitiveness bill.  Find out what NSC sees on the horizon for the next Congress, our upcoming priorities, and how we're going to get them passed -- with the help of leaders like you! Get prepared for your upcoming conversations with Congress with easy, relevant advocacy ideas and stay engaged with the federal education and workforce conversation.

Jon Bernstein joins our advocacy panel to provide a legislative update from JNCL-NCLIS. He has served as JNCL-NCLIS's director of government relations since 2021, representing the association on federal and state language education policy issues, which include funding and authorizing legislation. 

Linville Faculty 2019Heather A. Linville, Ph.D., is a professor and TESOL director at the University of Wisconsin, La Crosse. Her current research explores how digital storytelling can support and encourage translanguaging in English language teaching. Dr. Linville has several publications, including Advocacy in English Language Teaching and Learning (Routledge, 2019; co-edited with James Whiting). 

Susan Rutledge
Susan Morris-Rutledge is an associate professor and ESL program coordinator at California University of Pennsylvania/ PennWest.  She is a unwavering, passionate advocate for MLL pedagogy and practices in teacher educator preparation programs.
