TESOL Comments on U.S. Proposed Changes to SAM Requirements

by TESOL International Association |

TESOL International Association has provided comments to the U.S. General Services Administration on proposed changes to the requirements for the System for Award Management (SAM). The proposed changes seek to implement the Administration's interpretation that "diversity, equity, and inclusion" (DEI) are discriminatory and in violation of U.S. federal law.

TESOL supports non-discrimination and adherence to U.S. federal laws and regulations in all contexts. We are concerned, however, that the proposed SAM requirements will have adverse impact on educational research and practices that, through DEI, address areas of discrimination, especially in serving linguistically and culturally diverse populations.

Read TESOL's comments here. TESOL encourages users of SAM to add their own comments by 30 March 2026. See regulations.gov for more information.
