TESOL Comments on Proposed Changes to U.S. Department of Education Regulations Governing Grants

TESOL International Association supports effective grant administration and responsible stewardship in its comments on the notice of proposed rulemaking for the U.S. Department of Education's General Administration Regulations (EDGAR).

On 24 August 2026, the U.S. Department of Education (ED) published proposed rule changes impacting how grant monies, both discretionary and formula, are to be awarded and implemented. Provisions included termination of grants for "convenience," implementation into federal regulations provisions from administrative executive orders, and the standard of "political views" as a proxy for already well-established civil rights laws and protections.

TESOL provided comments to these changes and the impact upon grant seekers and English learners, as these changes would affect all levels of education, from adult and higher education to local and state education agencies, receiving federal monies.
